The EU CAP Network, supported by the European Evaluation Helpdesk for the CAP, organises the twelfth Good Practice Workshop in Larnaca, Cyprus, on 16-17 March 2026. The event, hosted by the Cypriot Ministry of Agriculture, Rural Development and the Environment, will be dedicated to the evaluation of the Green Architecture of CAP Strategic Plans (CSPs).
This Workshop will focus on how to analyse the best approaches for assessing the Green Architecture of CSPs, including system-level assessment, coherence, methodological challenges and peer learning.
Background
The Green Architecture of the CAP refers to the combination of interventions and instruments within Member States’ CAP Strategic Plans that address environmental and climate objectives, specifically in relation to climate action, natural resources, and biodiversity. Assessing the Green Architecture is essential to understand whether the policy mix is effective, coherent, and efficient to achieving EU environmental and climate objectives.
A Green Architecture evaluation considers the effects across multiple specific objectives simultaneously and recognises the co-benefits or possible trade-offs that exist between the various specific objectives and instruments involved. The evaluation of the Green Architecture is also a legal requirement under the CAP’s Performance Monitoring and Evaluation Framework (PMEF).
Objectives of the Workshop
The twelfth Good Practice Workshop of the European Evaluation Helpdesk for the CAP has the overall objective to analyse the best approaches for assessing the Green Architecture of CSPs:
- Build capacity of CAP evaluation stakeholders about the concepts, scope, rationale and methodological challenges for assessing the Green Architecture of CSPs.
- Facilitate the exchange of practical experiences, approaches, and solutions among evaluation stakeholders on how to assess the effectiveness, coherence and efficiency of the Green Architecture as a system within CSPs, with a particular focus on evaluating the combined effects and interactions of all green instruments in advancing the CAP’s environmental and climate objectives.
- Provide an opportunity for networking and identification of needs for further support and peer learning for Managing Authorities, Paying Agencies, CAP networks and evaluators in relation to the limitations and opportunities for assessing the Green Architecture of CSPs.
Target Audience
The Workshop is targeted to Managing Authorities, Paying Agencies, CAP networks, evaluators, statistical authorities, and other CAP evaluation stakeholders. All aspects of this Workshop (e.g. presentations, Q&As, interactive group work, potential side activities) will be held in English, and participants are expected to interact in this language.
