Assessing CAP support for organic farming helps to understand both the uptake of organic farming practices and their contribution to the environmental and economic objectives of the CAP.

The EU CAP Network, supported by the European Evaluation Helpdesk for the CAP, organises the fourteenth Good Practice Workshop in Vilnius, Lithuania, on 15-16 October 2026, hosted by the Ministry of Agriculture of the Republic of Lithuania.

This workshop focuses on how to assess the CAP support to organic farming, with particular emphasis on the evaluation scope, intervention logic, environmental, climate, economic and social effects, data and methodological challenges, and peer learning.

Background

Organic farming contributes to several CAP objectives and can therefore be assessed through CAP Strategic Plan (CSP) evaluations. While Member States must evaluate CSP performance against the CAP’s nine objectives, they can decide whether and how to assess support for organic farming.

Evaluating this contribution can be challenging.

Organic farming generates environmental, climate and socio-economic outcomes, making it difficult to establish a robust evaluation framework. In addition, isolating the effects of CAP support is often complex, as results are influenced by market trends and regulatory frameworks. Relevant evidence is also frequently spread across multiple data sources, complicating data collection and analysis.

Objectives of the Workshop

  • Strengthen the capacity of participants to assess CAP support to organic farming in a holistic way, including its environmental, climate, economic and social impacts, and its contribution to CAP objectives.
  • Promote the exchange of good practices and lessons learned from evaluating CAP support to organic farming, with a focus on the evaluation frameworks, data availability, attribution methods and assessment of impacts.
  • Facilitate networking and peer learning among Managing Authorities, Paying Agencies, CAP Networks, evaluators and other stakeholders, while identifying further support needs.

Target Audience

The workshop is targeted to Managing Authorities, Paying Agencies, CAP networks, evaluators, and other CAP evaluation stakeholders in the Member States, including researchers and experts with experience in assessments of organic farming. This workshop is held in English.
